Wilba Tech WT80-BC Community Layout Support (#20920)
* add matrix_diagram.md
* info.json: apply friendly formatting
* rename LAYOUT_all to LAYOUT_tkl_ansi_tsangan
* add LAYOUT_tkl_ansi_wkl
* enable Community Layout support
* readme.md: update metadata section
- convert to list
- update maintainer username
